PalmPay Virtual Card Terms of Use

Overview and Definitions

These Terms of Use relate to the PalmPay Virtual Card which is being run by Transsnet Payments Ghana Limited (the “Program Manager”). It constitutes an agreement between you and the Program Manager. In order for you to use the PalmPay Virtual Card, you must have a PalmPay Account, which is provided by Transsnet Payments Ghana Limited, on your mobile device.

Transsnet Payments Ghana Limited is offering the PalmPay Virtual Card through a commercial arrangement with Ecobank Ghana Limited, who are the Card Issuer. 

 By accepting and using the PalmPay Virtual Card, you agree to be bound by these terms of use (“Terms”) and the PalmPay Terms of Service. 

Definitions

You” and “your” mean the person or persons who have received the PalmPay Virtual Card and are authorized to use it as provided for in these Terms. “We,” “us,” and “our” mean the Program Manager, our successors, affiliates or assignees. Other capitalized terms in these Terms have the meanings set forth in the PalmPay Terms of Service.

Registering for the PalmPay Virtual Card 

To get a PalmPay Virtual Card, you will have to upgrade your PalmPay account to Tier 2. All the information which you provide is required to meet our regulatory requirements under our obligations from the Card Issuer. 

Using the PalmPay Virtual Card to Make Purchases

You may use the PalmPay Virtual Card to make purchases using PalmPay on your mobile phone. The PalmPay Virtual Card is a prepaid debit card. You will need to fund the card before using it and can only make payments up to the balance on the card. 

The PalmPay Virtual Card is not for resale. The PalmPay Virtual Card remains the property of the Program Manager and,or maybe deactivated any time at the discretion of the Program Manager. The PalmPay Virtual Card is nontransferable and it may be cancelled or revoked at any time without prior notice subject to applicable law.

Depending on the merchant’s website you may have to authorise yourself with a one time SMS (or push notification from PalmPay). This is called 3D Secure (or Verified by Visa) and improves the security of your payment. 

Transaction processing and the VISA acceptance network 

The PalmPay Virtual Card will allow you to make payments at any merchant or seller who can accept a VISA payment. When this happens you authorize us to charge your PalmPay Virtual Card for the full amount and any other fees which are associated with the transaction. 

Authorized Users

You are responsible for use of the PalmPay Virtual Card on your mobile device as expressly set forth in these Terms or the Transsnet Payments Ghana Terms of Service. We advise that you never share your personal information with any other party. You are wholly responsible for the use of the PalmPay Virtual Card to these Terms and the PalmPay Terms of Service.

PalmPay Virtual Card Features and Restrictions

The following restrictions apply to your use of the PalmPay Virtual Card.

Spend Amounts. Your daily spending limit when using the PalmPay Virtual Card is GHS10,000. For security reasons, additional limits may be placed on the number and/or amount of purchases you can make using the PalmPay Virtual Card. We reserve the right to change these limits at any time, at our discretion, with or without notice to you, except as required by applicable law.

General Use. You may use the PalmPay Virtual Card to make Payment Transactions for the purchase or lease of goods or services wherever VISA payments are accepted.

Other Transactions. For security and fraud prevention reasons, we may limit the amount or number of transactions you can make using the PalmPay Virtual Card. The PalmPay Virtual Card cannot be redeemed for cash and you cannot use the card at any ATM. You may not use the PalmPay Virtual Card for any illegal transaction as per AML/CFT regulations.

No Cash Access. You may not use the PalmPay Virtual Card to obtain cash from an Automated Teller Machine (ATM), Point-of-Sale (POS) device, or by any other means.

Purchases Made In Foreign Currencies. If you make a purchase in a foreign currency the transaction will use the going exchange rate from Ecobank Ghana Limited. Exchange rates may vary.  

Freezing your card. You may freeze and unfreeze your PalmPay Virtual Card as required. Freezing your card means that all purchases attempts will be rejected.  

 

Confidentiality

We may disclose information to third parties about the PalmPay Virtual Card or the transactions you make:

  1. Where it is necessary for completing transactions;
  2. In order to verify the existence and condition of the PalmPay Virtual Card for a third party, such as a merchant;
  3. In order to comply with government directives, court order, or other legal reporting requirements;
  4. If you give us your written permission;
  5. To our employees, auditors, affiliates, service providers, or attorneys as needed; or
  6. Otherwise as necessary to fulfil our obligations under these Terms

Unauthorized Access / Purchases 

If your PalmPay transaction history shows an unauthorized transaction please call PalmPay Customer Experience as soon as possible on 0800725644.

If you believe someone may have access to the PalmPay Virtual Card, please contact customer experience at once at 0800725644.

In both cases secure your funds by freezing the PalmPay Virtual Card via your mobile device. 

Transaction Records, Customer Service and Error Resolution Policy

You may request paper copies of certain electronic records about your account stored by Ecobank Ghana Limited, subject to the limitations of the Data Protection Act, as stated described in the Transsnet Ghana Payments Terms of Service. Ecobank Ghana Limited reserves the right to charge you fees for such paper copies.

Other Terms

The PalmPay Virtual Card and your obligations under these Terms may not be assigned by you to any other person or entity. We may transfer our rights under these Terms to any successor, affiliate, or assignee. Use of the PalmPay Virtual Card is subject to all applicable rules and customs of any payment networks, clearinghouse or other association involved in Payment Transactions. We do not waive our rights by delaying or failing to exercise them at any time. If any provision of these Terms shall be determined to be invalid or unenforceable under any rule, law, or regulation of any governmental agency, the validity or enforceability of any other provision of these Terms shall not be affected. These Terms will be governed by the law of the Republic of Ghana without reference to its conflict of laws rules, except to the extent governed by constitutional law.

 

Amendment and Cancellation

We may amend or change the terms and conditions of these Terms at any time by providing you with email notification with a link to the amended or changed Terms. We will use commercially reasonable efforts to notify you of any change in the manner provided by these Terms prior to the effective date of the change. However, if the change is made for security purposes or to comply with applicable law, we can implement such change without prior notice. We may cancel or suspend the PalmPay Virtual Card or these Terms at any time. Cancellation of the PalmPay Virtual Card and these Terms will not affect any of our rights or your obligations arising under these Terms prior to termination.
